Romanian PSL accuracy

Someone here tells me that he got 2" groups @ 100 yards
with his standard AK. I seriously doubt that.
The original manual for AK says: Minute of Angle (MOA)
of 4-6, which translates into 4" to 6" spread at 100 yards. I
believe that's the practical normal accuracy most AK's
will hold, milled or stamped, and I see that on the range
all the time. My Romanian PSL, 24" barrel, 7.62x54R did
under 2" @ 50 yards with open sights with cheap surplus ammo and no steady
rest. I can't wait to start using scope as soon as I figure it out.
I just read the text from original manual for Dragunov's
accuracy from '50s, and it says Standard MOA 1.5-2, which
means 1.5-2 inches at 100.
Does anyone here ever gets 2" group with AKs @ 100..
with 7.62x39...? or with Dragunov or similar in 7.62x54R.?
