5.45mm cratered primers!

I shot 50rds today to get a zero. I noticed badly cratered primers. A sure sign of a load that is pushing the edges of pressure limits. I have never known a military to accept a load that is not 100% within pressure limits. The ammo is head stamped 3 96 I think its Romainian, black-greenish steel case.
Am I misreading these pressure signs?
