AMD-65 buildup

Nice board people but I need a little help. I have one pre-ban full stock hungarian akm. I have one amd-65 parts kit.
I would like to build up a nice amd-65 configuration rifle. But I need help
with the NFA Short barrel thingy. Is it true that if the muzzle break is permanently
attached to the barrel it will quilify as non-NFA because it will go beyond or just at the 16 inch level?
I have one that is configured for the amd-63 except its all wood and full barrel
but I would love to build the real version. Semi-auto of course.
In note, the hell-fire works great for this type of rifle!!!!
