If your information is correct, it seems the russians have managed to circumvent the Geneva convention's ban on hollow point rnds. It seems that they simply have "filled" the hole in a HP and created a rnd that essentially is a "filled and pionted" HP rnd. I congradulate them for thier "problem solving" solutions regarding the Geneva Convention.
