preban - why illegal ? (IANAL) Re: Flash hider on a Russian Tigr?

I am not a lawyer, and you should consult at least someone more authoritative about this. But - if the gun is preban (lawfully possessed before 1994), why is there an issue with putting on a FH ? Is this another ATF add-on that says, regardless of the date of manufacture, putting on a FH makes it illegal (because of the other evil feature) ?

The gun is imported that's why the 1989 ban covers it If domestic made then 1994 ban covers it. 01:38:19 10/8/2002 (1)
