Dragunov Bolt Carrier

	I looked at a brand new Dragunov in 7.62x54 the other day and when I cycled the action, the bolt stayed open on an empty magazine. I insisted that there is a problem with this, but the store owner insisted that the rifle is designed to leave the bolt back on an empty mag. He's wrong and I'm right, correct? Thanks!
